About us

Following an extensive research and consultation exercise, Hertfordshire OPCC submitted a successful bid into the Home Office 2023-25 DA Perpetrator Intervention Programme. Funding awarded is a total of £2 million over 2 years (23/24 and 24/25) with £1.2 million match funding from authorities across both counties. The Chrysalis Centre is a partnership between Hertfordshire and Bedfordshire Police and Crime commissioners, Hertfordshire County Council, Central Bedfordshire, Bedford Borough Council, Luton Council, Luton and Milton Keynes Integrated Care Board, West Essex and Hertfordshire Integrated Care Board, National Probation Service.


Funding is for the creation of a referral, triage and service delivery hub underpinned by ongoing evaluation of processes and services. It is our ambition Chrysalis Centre will become a centre for excellence in the field of behavioural change interventions


Strong governance is in place with strategic leads from both Bedfordshire and Hertfordshire forming part of a DA Perpetrator Programme Board providing scrutiny and support for the Chrysalis Centre.
